Announced on Thursday, the strategic partnership will grant Spotlight’s network of global sportsbook operators access to Engage Games’ bespoke games, each built collaboratively with Spotlight’s partners.

It marks Spotlight’s first expansion into gaming, combining the company’s global product and content distribution with Engage Games’ platform and track record in free-to-play and pay-to-play games.

Spotlight said the decision to enter the gaming sphere comes as operators increasingly turn towards free-to-play games as a means of “engagement, retention, reactivation and acquisition”.

Rossi believes the ISC in Peru is an example of a government implementing new taxes without truly understanding how the industry works, and the potential impacts on channelisation to licensed offerings.

“Peru has been quite successful in channelling customers into the regulated framework,” Rossi comments. “The risk is that this channelisation can decrease in favour of the black market. We know the black market won’t have any consumption tax.

“There should be, in my opinion, a review of the whole ISC or consumption tax framework and find a kind of alignment or a better way to get an income in terms of taxes, but that should be balanced in order to avoid the disruption of businesses and a migration of customers to the illegal market.”

There is a second complication. The relentless flow of Commission statements may eventually make enforcement less damaging rather than more.

“The regulatory failures are unhelpful but perhaps the sheer number and regularity of them has made them less remarkable, such that they become ‘wallpaper’,” Waugh says.

He argues that some lawyers and licensees believe the Commission’s presentation of cases is detached from the operational reality but feel they have little option other than to accept the “regulator’s truth” when settling.
